In the beginning, messages were passed between the vampires of Melbourne through a Concierge at the Message Room based in the Exhibition Elysium. It was in the 1980's, when the internet first came to be, that Paige and Mavrakis decided to update communications. They had de-centralised the old Message Room and spread the concept among the various Campus grounds. Now, it was going electronic.
In the war of the Red, the Concierge was killed when Alec attempted to disrupt the flow of information amongst his enemies. After the war, Mavrakis rebuilt the server, but the heir to the Concierge was still young. He needed time and training in the discreet kind of work his position would entail.
Now the Concierge is ready to take his station. He has dreamt up a brilliant idea. He would meld the old ways with the new. For there were two kinds of messages he had to deal with. Electronic and organic. He has salvaged the Monash Server and set it up in the original Message Room, making the Exhibition Building once again the Hub of Victorian Communications. From there he can now post all messages in a digest to the established email list for technophiles.
Organic messages are handled the old way, as befitting his title. A dispatch comes in - with all it's particular markings - and he files it into the appropriate inbox, awaiting its recipient to claim it. A prompt will be sent in the recipient's nominated style thus letting the recipient know the message awaits them. The daily digest is also printed out for non-technophiles to 'collect.'
For Organic/Private messages, he can utilise Animalism, couriers, whatever he deems fit and appropriate, or whatever is nominated by the recipient. Private information is NOT kept in a log book; the Concierge has Eidetic Memory - making his status as 'untouchable' all the more important. Private messages in any form are not posted to the list.
The Concierge has a physical Discipline and Animalism . He is already versed in all forms of communication, and considers none to be unworthy. He is installed permanently in the Hub, provided with all the necessary accoutrements, and his body and mind are considered sacrosanct - any harm or alteration befalling him is considered punishable as per Laws of Elysium.
The Head Councillor has appointed the Ministry of Mortal Affairs to be the monitoring agents. After all, it is their duty to keep Elysium, and as the Concierge is considered Elysium Ground, he comes under their immediate protection.
All Public and Electronic information will be stored and released as a Digest to the nominated addresses. Non-technophiles simply arrive at the Hub to gain a printed copy; the Concierge also possesses Unseen Sense to detect Beasts, thus ensuring these copies are never passed into mortal hands. Should the Kindred wish to send a retainer in her stead, she must personally introduce that retainer to the Concierge, who will gather electronic facial, voice and fingerprints for identification. This prevents use of Familiar Stranger to access a rival's messages.
A Concierge is bred from mortal stock, and must never be made fully Kindred. The blood addiction keeps them subservient. The blood must also come from either the Head Councillor, Second Councillor or Ministry of Mortal Affairs - as feeding rotation prevents the Vinculum. The Concierge has basic personal defense abilities, as well as security measures within and around his section of the building. He also has skills in Subterfuge and Empathy for dealing with other mortals.
For instance, a Gangrel or Ventrue might employ Animalism and select non-digest. This simulates the toing and froing of various animal messengers between the Hub and the recipient. A Daeva might send a retainer who collects the printed digest, and thus selects digest, same as technophiles. Private messages can be held by the list moderator to be passed on as appropriate.
