In Character Basis of List:
On June 16th 2007, The Banishers of Perth began their struggle to rid the Awakened of Perth. The Awakened of Perth suffered many causalities, including Fortuna, Duo, Tak and D.O.A. The Banishers killed many Awakened and left them for dead, their sanctums overturned and possibly looted. D.O.A, a once potent Awakened, was killed in their invasion. While it would appear that D.O.A was killed, his Moros spirit found it hard to leave this realm and he was tethered to the Consilium that he swore to protect. The Consilium was his family, his wife dead at his own hands and his friends long gone, D.O.A never came to term with life, Awakened or not.
D.O.A cannot rest until the Consilium is at rest. D.O.A is anchored to the Consilium and its members. He is stuck between the members, swapping between its members and the Consilium sanctum.
D.O.A communicates the whispers of the Consilium, passing on their messages. D.O.A appears as he typically did while at Consilium meetings; dresses all in black, with sneakers, black leather jacket and black balaclava. He is entirely black and gray, only his flesh is gray. D.O.A whispers quietly and often close to the Consilium. D.O.A carries the messages of the Consilium on his breath and what remains of his Awakened memory. For members who have some standing, they understand that their messages are carried by the dead Awakened D.O.A.
In Character Restrictions:
In order to gain access to the list, an Awakened needs to be acknowledged by Swan Consilium (Consilium Status 1) and been introduced to D.O.A while he is at the Consilium Sanctum. D.O.A must acknowledge the person himself, typically by viewing them. Once the character has become a part of the Consilium and agreed to accept D.O.A as their messenger, D.O.A will be anchored to the character.
Finally, the person needs to be aware that D.O.A will be a part of their Awakened life. The applying character must purchase the merit Guardian Ghost at 1 dot (2XP).
List infiltration Policy:
In order to infiltrate this list, the character must have the ability to see and interact with ghosts. D.O.A is often slippery and can easily evade capture. Being former Awakened, Moros and Adept of Death, D.O.A knows many Awakened tricks.
While Kindred and Forsaken have the ability to interact with ghosts, it is rather unlikely they will capture D.O.A (due to High Approval). The Dragolescu bloodline are the most competent in ghostly interaction, they are rather scarce in WA.
For Awakened, the Death arcana can be used to influence D.O.A:
• Summon the Dead can require D.O.A to answer questions, in which he will answer, he receives a +2 bonus to his Resistance because this spell is vulgar and he was once a Guardian of the Veil, he will not answer the call of a paradox casting. D.O.A can give the past few responses with a successful casting.
• Restore Corpus can be used to heal any wounds D.O.A has suffered, he will be grateful enough to reveal the last post per Corpus healed.
• D.O.A could be bribed with Ghostly Objects, although only special items which link him to his past will be of any use, such item include black clothing, keys and clocks and watches.
Lastly, anyone who manages to secure D.O.A must then defend him against telling the Swan Consilium. Other Moros members are sure to be on the lookout for tampering to D.O.A.
List Banning Policy:
Anyone who attacks D.O.A will not be contacted by D.O.A until the offender redeems himself. Redeems oneself to D.O.A generally requires that the character act in ways beneficial to the Consilium. Anyone who no longer has any Consilium Status will not receive messages from D.O.A
A character whom attacks D.O.A will lose the Guardian Ghost merit and must repurchase it in order to receive his messages.
Any Consilium Status 5 or 4 members who is also a Guardian of the Veil or Moros can convince D.O.A that someone should not receive messages. They must make a Manipulation + Politics + Consilium Status draw at -3. A success indicates that D.O.A is convinced that the offender should not longer receive the Consilium messages.
