In Character Basis of List:
The very duty that the Silver Ladder have for millennia done for the people, interpret signs, omens and advise action, is how Australian Thearchs communicate. Omens are every where, existence as we know it makes them able to be sewn across the landscape for all to interpret. The Silver Ladder have learnt to tweak these signs to carry hidden messages that only the trained Thearch can read. While anyone with the Fate Arcanum can find and read Omens, the Silver ladder employ special training that allows them to hide the message in the fallen world, and decipher when they interpret the omens they receive. Supernal visions show mages receiving messages to be using Fate 1, and those sending messages to be employing an effect (see below) that uses Fate 1 and at least one other Arcanum of the caster’s choice. What form the omen takes depends on the additional Arcanum used. Death could have the flies trapped inside die in a pattern on the windowsill, or develop a pattern of rust or rot in places. Fate could have random occurrences happen in a formulaic way. Forces may cause an electricity grid fluctuation such that the light flickering means something. Matter could warp wood or plastic in such a way that foretells of what is to come. Mind could have you experience a deja vu omen. Prime possibly causing resonance patterns with meaning. Life may express their augury in growth and flowering of plants. And similar things with the other Arcana.

Sow Signs (Fate 1 + any other Arcana)
The mage can use any other base level Arcanum to spread signs that are able to be interpreted with Fate, omens, that are within it's purview. Omens created and spread with this rote must do so naturally within the purview of the other arcana - for instance you may use Mind to activate and impart deja vu on someone, who relates that feeling from person to person till the omen is borne around the country - but you could not cause a lightning omen on a clear day. These omens spread far and wide, often mutating slightly (such is fate), but can be interpreted by anyone with Fate 1, although the mage may through special training add their own flavour to the omen so that only others with the same training can interpret it's specifics - and Fate 1 just reveals generalities.

The Silver Ladder of Australia use this rote for communication with each other through their role of priests and advisors - they interpret the omens with specific training their receive with induction here, and use this training to encode their own messages in signs they send with this rote.

In Character Restrictions:
The Voice of Thunder Rote is only taught to Silver Ladder mages in Australia. Characters should probably be recognised members of the Order within Australia and must have Status in the Silver Ladder.
A new Australian Silver Ladder mage is taught this technique of omen interpretation and the rote used to encode these omens into the fallen world as a matter of their induction into the Order. Those moving to Australia from overseas must learn the technique and rote from another member already able to communicate this way. Auguries sent in this fashion tend not to travel any further than the Australian continent, as the chances of spreading overseas and beyond would require far greater use of Fate magic.
Characters must have a minimum of Status 1 in the Silver Ladder, Fate 1, and the Voice of Thunder Rote. The interpretation and cipher training (Thearch’s Augury) is a specialty of Investigation that is acquired freely by Silver Ladder characters within Australia, but for all others must be bought, and has no other benefits, mechanical or otherwise. Australian characters may add this specialty to their character sheet, for no cost, but it is not required. This list is not available for those players who have mage characters that reside outside of Australia.

List infiltration Policy:
It is possible for infiltrators to gain access to the list or parts thereof. It is required that each such character fully detail how they have obtained the information they are using for their attempt and how they are going about this attempt. Players should explain such things as how their character came to find out about the list, what exactly they know about it and how, as well as how they intend to use this information to review the omens or send their own. All such explanations and applications should be subject to the appropriate approvals and the list moderator’s discretion.

List Banning Policy:
If they loose the ability to translate the Silver Ladder messages in omens, be it through memory loss or whatever, the mage will no longer receive posts from the list. If the mage somehow looses the rote or access to it, they will not be able to send messages to the list. If both occur, then they shall be removed from the list. One or both may be regained with appropriate training (list moderator and player’s ST discretion), and the mage will be reinstated full list privileges.
If the Character dies, they will be removed from the list.
Any Character who leaves the Silver Ladder, or divulges important order information to someone outside the order will no longer have their auguries recognised, and will not receive any Sliver Ladder omen communication, thus be removed from the list. This however needs to be a universal condemnation of the character by every Silver Ladder on the list for this to work.
