List Premise
Communications across this list take the form of a series of pulses of mystical energy that travel from nexus to nexus across the Ley Lines. Signals are sent and received by devices that are mechanical, rather than computational in nature. The 'Nexus Chatterboxes' may be clockwork, steam-powered, hand-driven, gas-burners or any other means of driving the mechanism that is not electrical. Electrical energy disrupts the delicate balance of the ley-line signals and render the Chatterbox unable to interpret the signals.
Chatterboxes are stateless devices, they produce the message and have no memory function. There is no IC archive to this mailing list, and dredging up somebody's post from months ago verbatim is definitely out of character unless you happen to have a character with an eidetic memory or some IC repository of all the transmissions ever relayed through your own Chatterbox, which may be considered by some members to be a security breach should you evidence it.
Access Policy
The communications network is open to all members of the Ordo Dracul in good standing. Access is granted through the Master/Student relationships that the Ordo fosters. Nexus chatterboxes are hand-crafted devices, constructed at the behest of a Master on behalf of a graduating Student. Thus, Covenant Status of a single point or, the first Tier of a single Coil is sufficient to gain access to the list. Loss of that Status does not remove the device from the possessor, although IC action from other members of the Covenant could result in a 'box being removed or destroyed.
Regaining a Nexus Chatterbox can be as simple or as complicated as other members of the Ordo choose to make it for a member dispossessed of their 'box. If another member will request the construction of a new device on behalf of the 'student' then it will be done, but if you are socially on the outs with the rest of your Covenant, persuading someone to do so may not be all that easy. Very few (only the highest Status Covenant members) know the identity and whereabouts of the constructor of these mystical devices, so taking the direct approach is almost impossible.
Note to VST's
If the ley lines within a city ever shift position - which they are known to do from time to time - or if the members of the Covenant in that city lose access to all the nexus, then they will not be able to communicate with the rest of the members of the list. VSTs may contact the listmod to indicate that this has occurred and appropriate action will be taken (unsubscribing the members from that city is not out of the question). Good play will get those members back on the list quickly!
Infiltration Policy
Due to the hand-crafted nature of the Nexus Chatterboxes, one of these devices needs to be (mis)appropriated by skill, guile or bribery. Chatterboxes function only at the nexus points normally mapped by members of the Ordo Dracul, so an infiltrator needs to be aware of one of these loci as well. Most Chatterboxes function opaquely enough that anyone able to read the native language of the (former) owner will be able to read the messages, unless the player in question has arranged for the Chatterbox to be configured to produce some encrypted form of output (such as morse code).

If not, I cannot confirm that your character is fully approved and will not accept the subscription request. Doing this at the same time as you subscribe makes the process quicker and easier for both of us!

Once you are on this list please note an audit will be conducted every 6 Months where you will be asked by the moderator to resubmit this information again. Not doing so will result in being unsubscribed from the list.
List etiquette can be as snide as any pseudo-academic forum. The Chatterboxes are not forgiving devices, so if you broadcast a private opinion it stays broadcast. Private messages may be sent across the list, but should be well flagged as 'IC for XXX only' at the top and bottom of the posts (such that I can archive all the messages across the ley lines). You are welcome to use private email, but this is not considered part of the ley line communications process.
Player honesty is expected in regard to all targeted messages, and any breach of this rule of conduct will be reported.
