In Character Basis of List:
The Guardians of Australia communicate by altering the perceptions of a memory, adding conversations and discussions that never occurred, and that are only consciously accessibly when the Guardians relive the entire memory in a dream-meditation state. Each memory chosen by the Guardian when first learning this communication method is unique and personal for each and every member – so can be virtually anything. Because it is not consciously accessible, and this state must be entered in to review communications, this cannot be simply read from a Guardian’s mind. Guardians are taught to access this through a special meditation technique and learning to enter the universal unconsciousness.
In Character Restrictions:
The technique used for this is only taught to Guardian of the Veil members in Australia, and characters need to be recognised members of the Guardians there and possess some measure of status within the Order.
Australian mages who pass through the veils and become full members of the Guardians are taught the meditation technique as a matter of their induction. A current Australian member must teach members of the Guardians from other countries wishing to participate in the communication the technique. This is generally only for those Guardians who permanently move to the country, but since it is taught, and distance is no object, this is subject to the teacher’s discretion.
Characters must have a minimum of Status 1 in the Guardians of the Veil and at least Dream 1 to be taught the technique used. The technique (XXXX) is a specialty that is acquired freely by Guardian of the Veil Characters within Australia, but for all others must be bought as a specialty that may be attached to any appropriate skill (the best suggestions are: Investigation, Empathy or Athletics), but have no other benefits, mechanical or otherwise. Australian Characters may add this specialty to their character sheet, free of cost if they so wish, but it is not required.
List infiltration Policy:
It is possible for infiltrators to gain access to the list or parts thereof. It is required that each such character fully detail how they have obtained the information they are using for their attempt and how they are going about this attempt. Players should explain such things as how their character came to find out about the list, what exactly they know about it and how, as well as how they intend to use this information to review the memories or send their own. All such explanations and applications should be subject to the appropriate approvals and the list moderator’s discretion.
List Banning Policy:
If the memory that is used is somehow broken (through brain damage) or removed from the Guardian’s mind (through mind magic or similar) they will be removed from the list as their means to access it no longer functions. This may be regained with appropriate training (list moderator and player’s ST discretion).
If the Character dies, they will be removed from the list.
Any Character who leaves the Guardians, or divulges important Order information to someone outside the Order will no longer be a recognised part of the memories, and will not receive any Guardian communications, as well as any they send will not be perceived by the others remaining, and thus removed from the list. This however needs to be a universal condemnation of the character by every Guardian on the list for this to work.
