When the Bone Shadows rescued the spirits of the Communication Descant from Zuhura-UR, the spirits were grateful, and agreed to renew an old bargain. In times past, they had empowered fetishes to help the Forsaken communicate over distances, thus the spirits returned to what they knew.
Description:
The original bags contained stones marked with first tongue glyphs. The glyphs were drawn and arranged to form the message in a format that the the spirits could communicate. The receiver could then draw stones from their own bag and receive the message.
It was quickly realised that they didn't need to be bags but almost anything that could form a message, and that with appropriate care, the glyphs could be translated into letters of the alphabet. As the creation rite spread, the exact form of the bags became almost unique to each Forsaken, as did the chiminage payed to each spirit that inhabited the bags.
Cost:
To make a new "bag" a spirit from the descant needs to be bound into it. All are willing to be safe within the fetishes, thus a specific name is not needed. In return, each spirit asks a certain chiminage to do with information- This could be avoiding certain words, or always talking a certain way, or bringing it stories, or keeping messages to a certain length. Most will ask a small service per message, but some will ask a larger service per month.
Thus, the PC needs to know or needs someone who has been told specifically how to make one, and to know the rites Call Gaffling and Fetish Rite. It is a two-dot fetish, with an XP cost of 0.
Tribe specific runes are made using the owners blood and only work for that werewolf. You can use the same bag to communicate with different groups, just using a different key rune.
Rules:
These bags only work for a Uratha with an Auspice. eg all PC's
It doesn't have to be a bag, any suitable randomiser or writing impliment or even a keyboard will do.
Sending the message takes some variable time making them almost useless for instant communication. i.e. its a mailing list, not a phone.
The fetishes only work within Australia, the descant holds no sway beyond that
